RiverValley Bass Club
This club shall be called the RIVERVALLEY BASS CLUB of Portsmouth Ohio.
Section 2: PURPOSE
To promote bass fishing as a major sport.
To promote adherence to all conservation codes and demand adequate water standards.
To improve our skills as bass anglers through fellowship of friendly exchange of bass catching
techniques and ideas.
To promote and encourage youth involvement in bass fishing.
To function as a dynamic and effective link with other clubs in the Ohio Bass Federation, embracing
the principles and purposes of The Bass Federation, Inc.
ARTICLE 2- MEMBERSHIP
This club shall begin with and maintain at least six members.
Section 2: REQUIREMENT FOR MEMBERSHIP
To become a member a person shall:
(A) Voluntarily express a genuine interest in membership.
(B) Be a member of FLW Outdoors.
(C) Be recommended at a regular monthly meeting.
(D) Be voted on by the membership with affirmation being unanimous.
(E) Must be 16 years of age.
Section 3: MEMBERSHIP DUES:
The membership dues shall be $70.00 annually initially payable upon being voted into the membership.
$15.00 of which shall be for the Bass Federation dues and $25.00 for the Ohio Federation and the remaining
for club dues. FLW Outdoor membership dues are also required at the current rate. See Article 6 section 1) for
state affiliation requirements. Membership dues run from January 1 through December 31 of each year.
Section 4: MEETING OF MEMBERS
The membership shall hold regular meetings at a pre-established time, usually the first Monday of each month at
6:30 p.m. except for no meeting in December.
Section 5: ANNUAL MEETING
The annual meeting for the club will be held in January. This meeting is to organize
and set tournament rules for the current year. No changes will be made until the next annual meeting. A 5-member
committee will be chosen to recommend sites for each tournament, tournament dates will be discussed and voted
on by the membership at the February meeting.
Section 1: OFFICERS AND THEIR DUTIES
The officers of the club shall consist of:
(A) President: Presides over all meetings and directs all official business. Supervise all club functions.
(B) Vice-President: Acts as the programs chairman and assumes the duties of the president while the
president is absence.
(C) Secretary: Maintains accurate minutes of special and regular meetings. Maintains regular liaison between
the club and The Bass Federation, Inc. and the Ohio Bass Federation.
(D) Treasurer: Collects and disburse all monies. Maintain accurate financial records and represents a current
balance report at each regular meeting. He shall prepare an annual audit for review by the chapter board
of directors.
The election shall be held annually at the October meeting with nominations given at the August and September
meetings. The election shall be simple majority by the members present at the October meeting.
Section 3: ELIGIBILITY OF VOTE
Each member is entitled to one vote; Proxy votes are not permitted.
Section 4: TERMS OF OFFICE
The term of office is one calendar year, which shall run from January 1st though December 31st.
Section 5: VACANCIES
In the event of an office becomes vacant nominations shall be asked for, and an election held to fill the
unexpired term of that office. The Bass Federation, Inc. shall be notified immediately of any officer change.
Section 6: ELIGIBILITY FOR HOLDING OFFICE
To be eligible for an office a member must:
(A) Be a member for 6 months
(B) Must have attended at least 75% of club meetings and club functions during the 12-month period.
(C) Maintain a current FLW Outdoors membership.
Each standing committee will serve for one year; each committee shall elect a chairman.
(A) BOARD OF DIRECTORS: The board of directors shall consist of 7 members. President, Vice-president,
Secretary and Treasurer, and 3 Board members who shall be elected by vote at the October meeting.
(B) YOUTH PROJECT COMMITTEE: The purpose of this committee shall be to plan, organize a youth project
to introduce young people to the goals of The Bass Federation, Inc. and to give them an introduction to the
sheer joy of bass fishing and to promote good sportsmanship, honest and fair play.
(C) CONSERVATION COMMITTEE: The purpose of this committee shall be to protect our natural environment
from harmful changes caused by pollution. Report any violations to the proper authorities. The committee
shall undertake formational and educational programs to raise public awareness of threats to our environment
to a new level. The committee will take a leadership role in repairing the harm that has already been done
to the life-giving waters of America.
(D) TOURNAMENT COMMITTEE: The purpose of this committee shall be to plan, organize and operate all club
tournaments. The committee shall keep records, enforce all tournament rules and investigate all protest
concerning tournaments and make recommendations to the board of directors. The Vice-President shall be
the chairman of this committee.
(E) TOURNAMENT SITE COMMITTEE: The purpose of this committee shall be to recommend tournament sites
for the current year.
(F) JUNIOR CLUB ADVISOR (s): The Junior Club Advisor will be appointed at the annual meeting. The Junior Club
Advisor is responsible for the oversight and direction of the Junior Club program and is to report back to the
Board of Directors on the needs of the club during the year.
ARTICLE 5- REMOVAL OF MEMBERSHIP
Section 1: REMOVAL OF MEMBERSHIP
A member shall be dropped from membership for the following:
(A) Failure to pay dues.
(B) Any action, which would reflect, dishonor and disgrace on this club and or The Bass Federation, Inc. and or
FLW Outdoors.
(C) Failure to attend 50% of the club meetings or club functions during the year without good reasons.
(D) Disqualification for any reason from participating in FLW Outdoors sponsored events including disqualification
for use of drugs and alcohol.
ARTICLE 6- AFFILLIATION
Section 1: REQUIREMENTS FOR AFFILIATION
(A) Approval of club charter by The Bass Federation, Inc.
(B) Update The Bass Federation with a club membership roster once each year upon receipt of current roster at
years end.
(C) Names and address of new members joining the club during the year must be submitted to The Bass Federation,
Inc. as they occur.
(D) Maintain 100% FLW Outdoors membership.
(E) Must affiliate with the OHIO BASS FEDERATION and support its conservation and youth programs. Any
additional requirements that the OHIO BASS FEDERATION establishes for the clubs, such as membership,
dues, attendance at meetings etc, would be necessary for the club to participate in the state federation
qualifying tournaments, and any other federation sponsored tournaments or events.
ARTICLE 7- METHOD OF AMENDING THE BYLAWS
Section 1: AMENDING THE BYLAWS
The bylaws may be amended at any regular meeting by a 2/3 vote of the members present, provided notice of
the proposed amendment has been presented to the membership at least one regular meeting prior to the vote.
